Understanding Civic and citizen engagement in mineral revenue use for socio economic development

1.0 Background

The management of mineral resource extraction and mineral revenues remains largely opaque[1]. While mineral resources juridically belong to the citizens, the very same citizens are not privy to the mining contracts entered into by the government and foreign investors in their localities and the mineral revenues accruing to Treasury and the use of the revenues for broad based social development. Section 13, subsection 2 states that people must be involved in the formulation and implementation of development plans and programs that affect them. A local NGO implementing a project focused on empowering civil society, mining affected communities and citizens to hold duty bearers accountable and defend and assert human rights is seeking to conduct a research to understand Civic and citizen engagement in mineral revenue use for socio economic development. This is meant to identify gaps and opportunities for improving  CSOs led extractive sector transparency and accountability initiatives

2.0 Research Objectives

The following are the research objectives;

  • To outline the avenues available for civic and citizen engagement in mineral revenue use for socio economic development.
  • To assess how the implementation and effectiveness of these avenues, identifying gaps and opportunities on civic and citizen engagement in mineral revenue use for socio economic development
  • To give recommendations to government, communities, civil society and mining companies on how to use these avenues and ensure effectiveness for socio economic development.

3.0 Key Deliverables

  • Produce a Research Report on Civic and citizen engagement in mineral revenue use for socio economic development with gaps, opportunities and recommendations on civic and citizen engagement in mineral revenue use for socio economic development
  • Presentation of research report to the PWYP coalition members and other stakeholders for validation of findings.

[1] The mismatch between mining’s significant contribution to export earnings and weak contribution to tax revenue are a major cause of concern
